There's no honour in pointing out your predecessors failing programs.
I believe the UniHeaCare in Mexico was instituted by the PRI.
"...the facilities aren't cutting-edge" ?! Compared to what? I'm sure that the level of care would compare favorably with 1960s U.S. care. Even here, that level of care (if you can find it) will be very cheap. And here is, maybe, the solution to the expense of universal coverage: let GovCo pay for all the care that 50 year old technology can provide! (Don't worry - this, too, improves with time.)
