There is no universal argument for or against cloning. Having another Kaczynski is a good thing. Enabling the incubation of nother Bryan Caplan is simply a failure to learn from experience.
thankfully his name isn't ted, or I'd suggest poland suspend its postal service.
It would be ideal if Poland could just let the dead twin serve out his term.
