Is Max honestly saying that employees of the DMV are charming people happy to help?
What state (planet) does he live in (on)?
[warning personal anecdote]:
After High School I took a summer job at my town's department of public works. I was in the sewer flushing truck. Now to flush a section of the sewer took about 15 minutes. We flushed 3 sections per day. You do the math for total work time.
The rest of the day we would drive around the town, and try to avoid the townsfolk. The guy I was working with had the motto "out of sight, out of mind." Meaning if the townspeople didn't see us then they would not wonder what we were doing.
Of course we were not the only ones with this work protocol. That is how the entire DPW worked.
The town could probably have hired some illegal immigrants for half the wages and received triple the productivity.

Good jokes find humor in actual facts; bad jokes make up facts to fit the humor. The SNL clip is mostly made up.

That video was in no way racist. Funny enough, but not at all racist...
