There are two ways to interpret the statement. First is that there are no deadweight losses to taxation, which is clearly false. Second is that nominal spending will remained unchanged, which is more defensible. In fact, if you think the "multiplier" is higher than 0, spending will go up from a tax and spend program. You may disagree with that (I do), but there are smart people who believe it.
