Voting on How to Vote

The Brits are thinking of ending their FPTP voting system.

Perhaps the experience of the Liberal Democrats is the reason.

The reason is that the Lib Dems, despite not getting enough seats as they'd like based on votes, got enough to form a coalition, and having something on changing the voting system was part of their price for forming a coalition.

The Tories will likely try to push something like Instant Runoff Voting that helps larger parties.

The details are thin in the article, but isn't what they're describing IRV anyhow--or more generally, Single Transferable Vote, of which IRV is a special case where there is to be one winner?
