As protests continue, Hosni Fubarak invests in his own shock troops by announcing a 15% pay raise for all government employees.

Well, that makes sense. The regime is simply bringing more people into its "winning coalition." De Mesquita's framework of the "logic of political survival" makes sense again. The people in the streets have little say on who is in power.
